The cost is bigger than boards expect. Meaningful sovereignty runs 2 to 3 times traditional operating costs. Anything less is the "theater of sovereignty."
Hybrid is becoming the default. Nearly 3 in 5 organizations already run sovereignty workloads this way — critical assets independent, everything else on hyperscalers.
